Cable Pooling Analysis

We conduct proceedings with the DSO/OSP for commercial connection of RES projects (pursuant to Article 7, paragraph 9 of the Energy Law) to the order  and under the power of attorney.

The service in this regard is performed exclusively on the basis of a previously performed by us analysis of the assessment of the possibility of connecting a RES project to the DSO/OSP network of the STAY-OR-OUT type and a possible audit of the power grid elements provided for modernization in the analysis, as well as preliminary designs of the scope of their modernization.

When estimating the value of the necessary modernization of grid elements, conditioning the possibility of connecting a RES project in a commercial mode, we indicate the cost of modernization leveling the existing congestion in the grid and the cost of its modernization resulting from the impact of the RES project planned for connection.

IN-OR-OUT – reducing investment risk at an early stage of the development process.

The expertise limits making a serious mistake in selecting a location for a renewable energy project, allowing you to exclude locations with a low potential for obtaining connection conditions in the standard and commercial formula (Article 7, section 9, Energy Law). The analysis determines the optimal location for connecting the RES project and the base load of the DSO/TSO network elements in the area observed for this location, which, if they are found to be significantly overloaded, eliminates the RES project from the investment process as too risky.

The expert opinion is also worth using in the event of a refusal to issue connection conditions for a renewable energy project, as a preliminary analysis eliminating the renewable energy project from further, full and more expensive assessment of the scope of the necessary modernization of the DSO/TSO network in order to connect the renewable energy project in a commercial mode, STAY-OR-OUT type.

STAY-OR-OUT – full analysis of the connection potential of the RES project

The results of this study determine, with great approximation, the scope and value of the necessary modernization of the DSO/TSO power grid, which determines the connection of the RES project in a commercial mode (in accordance with Article 7, section 9, Energy Act), also taking into account the cost of the connection itself, including the cost : connecting the power supply to the GPZ or power line, construction of the GPZ and the connection cable.

The analysis is based on the assessment of operation normal state (n) and emergency states of the power grid operation (n-1) and ( assesses the selection of the most optimal variant of connecting the RES project to the DSO/TSO power grid in terms of estimated costs of necessary modernization of network elements, analyzing various variants of connection location and connection power, also determining maximum connection power for the optimal scope of DSO/OSP modernization.

In this expert opinion, we perform a complete analysis of the assessment of the possibility of connecting 2 RES projects (or RES and an energy storage) to the DSO/TSO power grid, as in the case of the STAY-OR-OUT study, and combined with an estimate of the value of the necessary modernization of elements of the DSO/TSO power grid, conditioning the connection of a renewable energy project in a commercial mode (pursuant to Article 7, section 9 of the Energy Law).
If the existing RES (or energy storage facility) has issued connection conditions for a single energy source, we assess the possibility of connecting another RES (or energy storage facility) to the DSO/TSO network, taking into account changes to the issued connection conditions, as a result of which we prepare a new application for changing the conditions of connection to the DSO/TSO power grid for a hybrid RES source or energy storage.

Franciszek Buchta

Ph. D. in engineering Franciszek Buchta

Graduate of the Electrical Department of the Silesian University of Technology in Gliwice, Ph. D. in electrical engineering.

He began his career as an assistant professor at the Silesian University of Technology, Faculty of Electrical Engineering.

He served as head of the development section at Polskie Sieci Elektroenergetyczne S.A. O/Katowice, then President of the Management Board at the PSE-REGPLAN Sp. o.o. Regional Electricity Development Planning Center, and after consolidation, Member of the Management Board of EPC S.A.

He conducted a targeted project of the Scientific Research Committee on planning of power system development in market conditions.

He participated in the development of the new energy law and in many draft regulations to this law. He is the co-author of the instructions for the operation and maintenance of the transmission and distribution network.

He dealt with technical, organizational and legal issues related to Poland’s preparation for operation in the European electricity market.

He developed and implemented at PSE S.A. a method for planning the development of the transmission and 110 kV networks under electricity market conditions.

As a Director at EMCA S.A. and EMCA VOLT Sp. z o.o., he created executive potential in the area of transmission and distribution network development planning, participated in obtaining permits for the construction of HV substations and transmission lines, including 400 kV overhead and cable lines, as well as many 110 kV lines, from the planning stage, through the required formal and legal documentation, to construction and detailed and as-built designs.

He has created executive capacity and participated in the preparation of methodology and then in the implementation of several hundred expert opinions on the impact of connected generation sources and customers on the parameters and operation of the power system.

He has to his credit more than 200 unpublished significant collective works and 120 publications in professional journals in the country and France and the USA.

He has participated in program boards and is a regular speaker at conferences in the field of energy market or the broader electric power industry.

He has received numerous awards and decorations for his contribution to the development of the Polish electric power industry.

He is SEP expert in the field of electric power and information technology.

Absolwent Wydziału Elektrycznego Politechniki Śląskiej w Gliwicach, doktor nauk technicznych z zakresu elektroenergetyki.

Swoją karierę zaczynał jako adiunkt na Politechnice Śląskiej, na Wydziale Elektrycznym.

Kierownik sekcji rozwoju w Polskich Sieciach Elektroenergetycznych S.A. O/Katowice, następnie Prezes Zarządu w Ośrodku Regionalnego Planowania Rozwoju Elektroenergetyki PSE-REGPLAN Sp. z o.o., po konsolidacji Członek Zarządu EPC S.A.

Prowadził projekt celowy Komitetu Badań Naukowych w zakresie planowania rozwoju systemu elektroenergetycznego w warunkach rynkowych.

Uczestniczył w pracach nad nowym prawem energetycznym oraz w wielu projektach rozporządzeń do tej ustawy. Współtwórca instrukcji ruchu i eksploatacji sieci przesyłowej i rozdzielczej.

Zajmował się techniczną, organizacyjną i prawną problematyką związaną z przygotowaniem Polski do działania na europejskim rynku energii elektrycznej. Opracował i wdrożył w PSE S.A. metodę planowania rozwoju sieci przesyłowej i 110 kV w warunkach rynku energii elektrycznej. Pełniąc funkcję Dyrektora w EMCA S.A. i w EMCA VOLT Sp. z o.o. stworzył potencjał wykonawczy w obszarze planowania rozwoju sieci przesyłowej i dystrybucyjnej, uczestniczył w uzyskaniu pozwoleń na budowę stacji WN i linii przesyłowych, w tym linii napowietrznej i kablowej 400 kV a także wielu linii 110 kV, od etapu planistycznego, poprzez wymaganą dokumentację formalno-prawną, po projekty budowlane oraz wykonawcze i powykonawcze.

Stworzył potencjał wykonawczy i brał udział w przygotowaniu metodyki a następnie w wykonaniu kilkuset ekspertyz w zakresie wpływu przyłączania źródeł wytwórczych i odbiorców na parametry i pracę systemu elektroenergetycznego.

Na swoim koncie ma ponad 200 niepublikowanych znaczących prac zbiorowych oraz 120 publikacji w fachowych pismach w kraju oraz Francji i USA.

Brał udział w radach programowych oraz systematycznie występuje w roli prelegenta na konferencjach z zakresu rynku energii czy szeroko pojętej elektroenergetyki.

Otrzymał liczne nagrody i odznaczenia za swój wkład w rozwój polskiej elektroenergetyki.
